Non-Custodial Pre-Clearance Authorization Layer
Non-custodial authorization beneath custody. JIL stands between custodian and destination, pre-clears, seals, and returns an authorization the custodian executes.
Independent Claim 50.1
A system for pre-clearing an institutional digital-asset transfer between a custodial platform and a destination, comprising a pre-clearance engine coupled to one or more custodial platforms via a standardized authorization interface and receiving, on behalf of a custodial client, an authorization request identifying asset, source account, destination, and amount; a pre-settlement validation module executing a plurality of pre-clearance checks including sanctions screening, beneficial-owner verification, destination-rail verification, and counterparty risk scoring; a distributed Byzantine Fault-Tolerant quorum module of Sovereign Compliance Network (SCN) validator nodes across a plurality of legal jurisdictions co-signing a sealed authorization artifact when the validation module returns approved; the sealed authorization artifact comprising (a) a verdict code, (b) cryptographic signatures from a threshold of the SCN validators, and (c) a timestamped distributed-ledger anchor; wherein the pre-clearance engine at no time holds, controls, or signs for the client's private keys or custodied assets, and the custodial platform executes the transfer using its own key-holding infrastructure conditioned on receipt and verification of the sealed artifact.

Novelty Over Prior Art
Custodians (Fireblocks, Anchorage, BitGo) hold keys; this layer sits beneath custody and does not. Compliance providers (Chainalysis, Elliptic, TRM) run checks but do not produce BFT-sealed multi-jurisdiction authorization artifacts. No prior art combines non-custodial plug-in authorization, multi-jurisdiction BFT sealing, and court-admissible artifact output.
Enablement & Production Status
